This list of the nation’s top affordable housing developers is generated using the number of affordable housing project starts and completions from 2021.

The Annex Group is listed 27 positions higher than it was in 2021 when it earned the 42nd position on the list of 50 developers. With construction on 909 affordable housing units started in 2021, the company is pleased to be among the top housing developers in the country for the second year in a row.
